Collecting the card (recogida de TIE) is a separate appointment from the fingerprint appointment. The card is manufactured after your fingerprints are taken, and only then can it be handed over — in person, at the office indicated on your receipt.
A pending card does not authorise travel. The instrument for that is the return authorisation (autorización de regreso), which is applied for at a police station and lets you leave and re-enter Spain while the card is being issued.
