The practical consequence is that one formality usually needs two or three separate appointments, weeks apart. Beyond Ourense city

What the police handle here

• Fingerprints (card issue) — the appointment where your prints and photograph are taken so the card can be manufactured; booked after the authorisation is granted, within one month of the notification.

What the Oficina de Extranjería resolves

• Arraigo — residence on exceptional grounds, with the evidence judged strictly and by modality.
• Family reunification — filed by the sponsor here; the housing report is normally the slowest piece.
• EU and Spanish family members — the card for the non-EU relative of a Union or Spanish citizen, on form EX-19.
• Initial authorisations — first residence and work permits, including employed and self-employed routes.
• Study stays — the student route and its extensions, including work authorisation while studying.

What does not appear in the Ourense list

These headings are absent from the official list for Ourense: renewals and modifications, long-term residence, minors and former wards, travel documents, statelessness and the cédula, return authorisation, invitation letters and stay extensions.
