Appointment for the EU Family Member Card

The card for non-EU family members of a European Union citizen. We handle the filing appointment and the fingerprint appointment across Spain.

If you are a family member of a citizen of the EU, the EEA or Switzerland and you do not hold EU nationality, the procedure that applies to you is the residence card for a family member of an EU citizen. Unlike the green certificate, this one is a physical card and does require fingerprints.

Spouse or registered partner, children under 21 or dependent, and dependent ascendants. The relationship must be evidenced with legalised or apostilled documents.

Prepare the EX-19 and the EU family member’s documents

You also need the EU citizen’s registration certificate and proof that they reside in Spain.

Depending on the province, filing may require an appointment at the Immigration Office.

With a favourable decision you request a fingerprint appointment and, later, one to collect the card.

Usual documentation

  • Applicant’s valid passport, original and full copy.
  • Form EX-19 completed.
  • Document evidencing the relationship: marriage, registered partnership or birth certificate, legalised or apostilled and translated.
  • The EU citizen’s registration certificate and a copy of their identity document.
  • Proof that the EU citizen resides in Spain: work, studies or sufficient means.
  • Joint padrón certificate, where the office requires it.
  • Proof of payment of fee 790 code 012.

  • Spouse, provided there is no legal separation or divorce.
  • Partner registered in an official public register.
  • Children under 21, or older children who are dependent.
  • Direct ascendants dependent on the EU citizen or their spouse.

Frequently asked questions

Does this card allow me to work?

Yes. The residence card for a family member of an EU citizen allows you to reside and work in Spain, employed or self-employed.

How long is it valid for?

Usually five years, or the EU citizen’s expected period of residence if shorter. After that you can apply for the permanent card.

Are fingerprints taken?

Yes. Unlike the green certificate for EU citizens, this card is physical and requires fingerprints plus a later collection appointment.

Does an unregistered partnership count?

No. It must be registered in an official public register. Cohabitation without registration is not accepted for this procedure.

What if the EU citizen is not registered in Spain?

It is a prior requirement: the EU citizen must hold their registration certificate and evidence that they reside in Spain. Without that, the family member’s procedure does not progress.

EU family member card: who qualifies and what is checked

This card is for the non-EU family member of a citizen of the EU, the EEA, Switzerland or Spain. It is granted under the EU regime: faster and cheaper than the national routes, it allows work from day one and is normally issued for five years.

Who can apply

  • Spouse, or registered partner in a relationship analogous to marriage.
  • Children under 21, and older children who are dependent.
  • Dependent relatives in the ascending line of the citizen or the spouse.
  • Other family members living with and dependent on the citizen, assessed case by case.

What the office actually verifies

  • That the EU or Spanish citizen resides in Spain. This is the point files fail on: work contract, working life report, self-employment, or studies with health insurance and means.
  • The family relationship, documented with an apostilled or legalised certificate and a sworn translation.
  • That you live together, usually through the joint registration certificate.
  • Health cover, and dependency where the route requires it.

Timing

  • The application (form EX-19) is filed within three months of entry.
  • The legal deadline for the decision is three months.
  • With a favourable decision you book the fingerprint appointment; the card is collected later at a separate appointment.

Not the same as the green certificate

The EU citizen does not get this card: they register with form EX-18 and receive the green certificate, which has no photograph and needs no fingerprints. Confusing the two is the most common reason a family arrives at the office with the wrong form.
