The EX-17 (modelo EX-17) is the application for the Foreigner Identity Card — the physical TIE. It is the form you hand in at the fingerprint appointment, whether the card is a first issue, a renewal or a duplicate.
When you use the EX-17
- First issue — after a residence authorisation has been granted, within one month of the notification.
- Renewal — when the card expires and the authorisation continues.
- Duplicate — loss, theft, deterioration, or a change of personal data.
- Also used for cards under Law 14/2013 (entrepreneurs, highly qualified professionals and their families) in the cases set out there.
What you bring to the fingerprint appointment
- The EX-17 filled in and signed.
- The paid receipt for fee 790 code 012, printed. It has to be paid before the appointment — not at the office.
- Passport, original plus a photocopy of the data page.
- A copy of the resolution or authorisation the card is based on.
- One recent photograph, 32×26 mm, white background, face uncovered.
- The previous card, for renewals and duplicates; a police report, for loss or theft.
Filling it in without errors
- Surnames and given names exactly as in the passport, including compound surnames.
- Your NIE, if you already have one.
- The address where you live, matching your registration certificate.
- Tick the correct box: first issue, renewal or duplicate. The wrong box means the office cannot process the card.
- Fill it in on a computer if you can; handwritten is accepted when it is legible and unaltered.
After the appointment
- You are given a receipt (resguardo). Keep it: the card is collected with it.
- The card is normally manufactured in 30 to 45 days, varying by province.
- Collection is a separate appointment, sometimes at a different office.
- If you must travel before the card is issued, look at the return authorisation (EX-13).

Where do I download the modelo EX-17?
From the Ministry of the Interior’s electronic office, free. Any site charging for the form is not the official source.
Is the EX-17 the same as the EX-15?
No. The EX-15 is for the NIE — a number. The EX-17 is for the physical card that proves residence and carries that number printed on it.
Can I file the EX-17 online?
The card requires fingerprints in person, so the form is handed in at the appointment. Some offices accept the prior filing electronically, but the biometric step cannot be done remotely.
Do I need a new EX-17 to collect the card?
No. Collection uses the receipt from the fingerprint appointment and your passport.
What if I miss the one-month deadline after approval?
Book the appointment as soon as possible and take the resolution with you. Delays are handled by the office, but leaving it long can complicate the issue of the card.
